I can reproduce this bug with another computer (on Win10) as well with same condition. Not all images can't open, but most of (relatively) bigger ones can't.

Your repro steps are correct, but as I expected, it's not reliably reproducible on other machines (otherwise it would be HUGE problem and should have been discovered by others already). I will see if I can narrow down some factors on my end, but could some dev share some insight why the loading process would be "canceled" for a local file, generally speaking? Thanks.

Unable to reproduce the issue on chrome reported version# 70.0.3538.35 and on latest chrome# 71.0.3569.0 using Windows-7 & 10 with steps mentioned in comment# 4. Hence removing Needs-Bisect label and requesting someone from the Blink > Loader team help in providing further inputs on this issue. Thanks!

Could you disable extensions and see if this reproduces? Not reproducing in guest mode suggests that something related with your user profile is causing this.

I was be able to reproduce it with any profile, including ones with zero extension. However, I lost track when bisecting files in profile folder, and cannot reproduce the bug any more. So feel free to close it now :/
