Steps To Reproduce:
(1) Add multi user.
(2) Install linux terminal and few linux apps.
(3) Open any linux app.
(4) Try to switch user using alt+ctrl+ < or > arrows while linux app window is active.
(5) Observe behavior.

Expected Result:
- Able to switch users.

Actual Result:
- Unable to switch users.
- Working while terminal active but not with linux apps.
- Working if app is in background.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

Note: Few other chromeos specific key combinations also not working while Linux apps are active.
Note: Issue also there in M70.
