Issue description1. launch chrome os with --enable-features=SingleProcessMash --load-extension=/chrome-app-samples/samples/window-options 2. start the window options app 3. observe that no clicks get through to the app 4. resize app window 5. clicks work (the chrome app samples repo is https://github.com/GoogleChrome/chrome-app-samples )
