Files.app: Disable Share With Others and Manage in Drive menu items when unavailable |

Issue descriptionChrome Version: 71.0.3558.0 OS: ChromeOS Teemo What steps will reproduce the problem? (1) Create a file (e.g. I had just grabbed log files from my system via net-internals) in Downloads. (2) Create a new directory under My Drive. (3) Cut the file from Downloads, Paste it into the My Drive sub-directory. (4) Right-click and select Share With Others, or Manage In Drive on that file. What is the expected result? Expect that you are prompted for who to share with, or a Drive tab opens. What happens instead? Nothing happens at all.

It's also noticable that the file I cut/pasted (a .tgz) does not offer an option to "open" it. However, there are other file types which don't offer that, but which do do something when Share or Manage are used - so I think this is specific to the file being newly-uploaded.

This is probably because the files haven't synced to drive yet. It should get better on its own once the sync completes. We should do something better (perhaps grey out the unavailable menu items) in this case.

Re #4: I was able to share the file via drive.google.com, so I don't think it was that the file hadn't sync'd, but that the Drive client in CrOS was lagging far behind.
