Steals focus when opening links in background from macOS apps

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36
Steps to reproduce the problem:
1. Open a link in background from a macOS app
NSWorkspace.sharedWorkspace().openURLs(
urls,
withAppBundleIdentifier: 'com.google.Chrome',
options: NSWorkspaceLaunchOptions.WithoutActivation
additionalEventParamDescriptor: nil,
launchIdentifiers: nil
)
What is the expected behavior?
The link opens in the appropriate Chrome window (either the last-focused window on the current macOS virtual desktop, or the last-focused window on any desktop if such a window does not exist), without activating Chrome, so that the app from which the url is opened stays active.
What went wrong?
Link opens in whichever Chrome window was last focused, and activates that window, stealing focus from the sender app.
Did this work before? Yes 68.0.3440
Chrome version: 69.0.3497.100 Channel: stable
OS Version: OS X 10.14.0
Flash Version:
Before Chrome 69, opening in background worked, but it still exhibited the issue of not prioritizing windows on the current virtual desktop for activation. https://bugs.chromium.org/p/chromium/issues/detail?id=643077
