The states are not verbalized when the shelf is set to right, bottom, or left when ChromeVox is on.  For example, on/off states not verbalized for autohide shelf.

Repro steps:
# Change the shelf status either to auto hide or to move to left or right. Set the shelf to auto hide by right clicking on the shelf itself and selecting "autohide shelf" and similar for moving shelf to left or right. Note that there isn't a way to do this yet with the keyboard per  bug 888631 

Expected: ChromeVox announces the changed position or status since it can affect the touch interactions. 
Actual: no announcement, ChromeVox user has no way to know shelf position or autohide status after the change has been made.
