ChromeVox two finger gestures do not work when shelf is set to autohide |

Issue descriptionChrome Version: 70.0.3538.16 (official build) dev (64-bit) Firmware version: Google_Eve.9584.160.0 Google Chrome 71.0.3558.0 (Official Build) dev (64-bit) Firmware Version Google_Caroline.7820.384.0 Steps to reproduce: # Set the shelf to auto hide by right clicking on the shelf itself and selecting "autohide shelf". Note that there isn't a way to do this yet with the keyboard per bug 888631 # Use any two finger ChromeVox touch gesture, for example swipe down 2 fingers: read from here (continuous read/read all, equivalent of Search+R on keyboard). Expected: ChromeVox gesture recognized all the time Actual: gestures only work intermittently, sometimes not recognized at all

Google Chrome 71.0.3558.0 (Official Build) dev (64-bit) Firmware Version Google_Caroline.7820.384.0 I'm adding some more detail to this bug and will change the description. I added the ChromeVox component. Since it is touch specific, I am swapping labels as well. Removing the assessment label a11y-q2-18 and replacing it with CVoxTouch label.
