Password page "Wrong password" appears unexpectedly

Issue description

Chrome Version: HEAD (commit d7bc2a5f0001eb38542cc0efee613c99069321a4)

On the password page of the multi-device setup flow, the "Wrong password" notification and other visual cues appear unexpectedly. For example,

1) Enter wrong password
2) Click somewhere on the setup window to lose focus from the password prompt
3) Click "Done" a few times (no notification)
4) Wait (a notification appears after a couple seconds).
5) Enter another wrong password (notification appears without clicking anything or pressing Enter)

This looks like  issue 884965  - Josh, please confirm that this fixes the issue.
jordynass@ and I chatted offline. There is still the following issue: Clicking "Done" multiple times seems to queue up multiple (delayed) attempts. The delay makes this issue more jarring.

My parents still double click everything: buttons, hyperlinks, etc. So this isn't a completely artificial scenario :-)
