Incorrect text stroke in svg under css 3d transform

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
Open URL

What is the expected behavior?
All letters have big red stroke. 

What went wrong?
First two letters have strange skeleton-like stroke.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

The problem arise for exact values of parameters. If you change anything a little (or just zoom in/out) - all works as expected. Also, I was unable to reproduce problem in crossbrowsertesting.com. I suspect it is because different dpi (I have window.devicePixelRatio == 2.5).

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://codepen.io/anon/pen/NOqJZm
2) Able to see all the letters with big red stroke

@Reporter: Please find the attached screencast for your reference. Try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.
Note: Tentatively adding Blink>SVG component to it.

I'm not able to reproduce this (lacking appropriate setup), but that DPR would be important sounds likely.

Does setting "text-rendering: geometricPrecision" on the <text> element have an effect on rendering?

Still waiting on feedback requested in comment #3, so closing.

I suspect this is an issue with the GPU rendering path being triggered, and that breaking.
