Create new component for RLZ |

Issue descriptionNeed a new Component for RLZ. Not sure the best location. Perhaps: Internals > Metrics > RLZ Or just: Internals > RLZ RLZ isn't exactly a metrics framework. From https://blog.chromium.org/2010/06/in-open-for-rlz.html: RLZ gives us the ability to accurately measure the success of marketing promotions and distribution partnerships in order to meet our contractual and financial obligations. Perhaps related, when we moved to monorail an old component for Marketing > Goodies (for Chrome OS offers) was removed. So, now there is no Component to file bugs for that system either. Other thoughts on the proper Component hierarchy to create for RLZ (and offers)?

Hi Stephen, Internals > Metrics > RLZ should work. Could you clarify who will be the Admin/ Owner of this component?

I can be the owner. Any suggestion on where an Offers component should live? No recent bugs, but it should have a home as well. Internals > Offers?
