AlwaysOpenPdfExternally

Reported by jakevand...@gmail.com, Oct 1

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.14; rv:62.0) Gecko/20100101 Firefox/62.0

Steps to reproduce the problem:
1. Enable AlwaysOpenPdfExternally in GPO
2. Open a PDF in Chrome once GPO is deployed
3. Chrome will download PDF but not open Adobe Reader automatically.

What is the expected behavior?
Need a way when AlwaysOpenPdfExternally is enabled, to also set open_pdf_in_system_reader. The open_pdf_in_system_reader setting is something that can be set by each user, but I need a way to deploy the open_pdf_in_system_reader to hundreds of public access PCs.

Did this work before? No
