Policy in the Admin Console to set resolution in device settings or restrict it from being changed in user settings.

Issue description


Chrome Version: (copy from chrome://version) 69.0.3497.95 
OS: (e.g. Win10, MacOS 10.12, etc...) Chrome OS

Issue description: If a user changes the display resolution, it stays that way even if other users log in to the same device and it can also cause kiosk apps to give an unsupported resolution error. The resolution will stick until the device is wiped or reset only. Even if user profile is deleted the resolutions is kept. 

What steps will reproduce the problem?
(1) Tried to use incognito, resolutions does not change 
(2) Logged in with a different user, resolutions does not change 
(3) Tried deleting user profile, resolutions is the same.

What is the expected result? 

What happens instead? Resolution is kept
