Chrome Version       : 71.0.3551.0

What steps will reproduce the problem?
1. Go to chrome://settings/keyboard-overlay
2. In the "Search" line select "Ctrl"
3. Press the "Search" button.

What is the expected result?
When the "Search" button is pressed it should behave like "Ctrl"


What happens instead of that?
The search bar comes up.

I noticed this issue on nocturne first (the version 71.0.3551.0 refers to the version I was running on nocture), same thing happened at home on a soraka.
It used to work before I updated.

It is not happening on my eve, where instead of "Search" there is a "Launcher" button.
