[High Contrast Mode] Fonts are not readable in Omnibox Dropdown in Incognito Mode

Issue description

Chrome Version: Canary Version 71.0.3567.0
OS: macOS 14

What steps will reproduce the problem?
(1) Enable High Contrast Mode
(2) Open an Incognito Window
(3) Type something into the Omnibox, so that the Dropdown appears
(4) Cycle through the Dropdown via arrow keys

What is the expected result?
Readable Text.

What happens instead?
White Text not readable on the white highlight :(
Dark text is not readable on Dark Dropdown :(

+cc lgrey@ - could this be caused by dark mode?
Nope, it seems to repro in 10.13 and is unaffected by the dark mode setting in 10.14. Looks more like some omnibox text color option or another is ignoring high contrast.

Still repro on Canary? I'm not seeing it on latest
I'm still seeing this bug and the duped bug on canary 73.0.3638.0.

Yes, still an issue in latest Canary's Incognito windows on macOS 10.14.2. with Increased Contrast Mode.
