Revive platform_DebugDaemon* autotests.

Currently debugd related autotests:
- platform_DebugDaemonDumpDebugLogs
- platform_DebugDaemonGetModemStatus
- platform_DebugDaemonGetNetworkStatus
- platform_DebugDaemonGetRoutes
- platform_DebugDaemonPing
- platform_DebugDaemonTracePath
are not running continuously on bots.
It is nice to add them to the suites.

Note that transition to tast will help to reduce the test overhead.
