PDF Viewer does steal mouse

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0

Steps to reproduce the problem:
1. In demo has two buttons, `Load normal page` and `Load PDF`, and custom `menu` (top right)
2. On HTML, mouseover on `menu` works properly.
3. On PDF, mouseover doesn't works.

What is the expected behavior?
PDF Viever must respect mouseover on upper element

What went wrong?
PDF Viever does steal mouse(over) element

Did this work before? Yes 67.0.3396.99

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

* 68.0.3440.84 (doesn't work)
* 69.0.3497.100 (doesn't work)
* 70.0.3533.0 (doesn't work)
* 71.0.3568.0 (works)

Is possible to backport from 71?
