[Sync] Investigate regression in Sync.ConfigureFailure

There is a recent regression in Sync.*.ConfigureFailure UMA metric as well as Sync.ConfigureFailed that took place in M68 and M69.

We should investigate that in particular for sessions that went through a big refactoring recently.

We concluded that there is a bug in how ModelTypeController issues ConfigureFailure errors (runtime errors after initial configuration/start are also logged). Hence this issue is not specific to sessions and we'll continue the discussion in bug 890729.
