[Sync] UMA Metric for NETWORK_CONNECTION_UNAVAILABLE

In some reported bugs such as crbug.com/889583, it's reported that NETWORK_CONNECTION_UNAVAILABLE in sync-internals page.

We should investigate when does this case happen and if there are any UMA metrics reported for that state.

It'd definitely be good to get more data on this, both statistics (UMA) and simply more details in sync-internals.

This UMA metric "Sync.URLFetchResponse" should be sufficient.
