Regression : Camera screen is seen loading for long time and is not displayed in 'Set your profile picture' screen

Chrome Version:  71.0.3565.0/11116.0.0 dev channel Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Enter valid email and password in sign in screen and click on next button
(2)Now observe 'Set your profile picture' screen is seen -> click on 'Take photo' option -> observe Camera screen is seen loading for long time and is not displayed
(Please refer Video)

Expected:  Camera screen should be seen immediately after clicking on 'Take photo' option
Actual: Instead Camera screen is seen loading for long time and is not displayed

This is Regression Issue as same is working fine in M-69

This works for me on latest canary (11151.45.0-18.11.26 71.0.3578.71) on both nocturne and reks.

Upd: not the latest canary, but latest M71 build (as specified above).
