Switches to Old Chrome UI on app cold start

Issue description

App Version: 70.0.3538.38 beta
iOS Version: 10.3.3 
Devices:  iPadMini, iPhone 7

Steps to reproduce:
1. Perform fresh installation of chrome
2. Launch the app
3. Tap on ‘Accept & Continue’
4. Tap on ‘No,Thanks’
5. Tap on ‘Allow’ 
6. Force quit the app
7. Relaunch the app

Observed results:
Switches to old Chrome UI

Note:
1. This issue is not consistently reproducible & also, reproducible on other iOS versions (11.4.1 & 12.0)
2. Observed that it switches to old UI on changing the device language, enabling the flags from chrome://flags

Should not switch to Old UI as UI-Refresh is enabled by default to 100%

Bug reproducible on the current beta channel build :M70, Yes

Type-bug-regression? No

Should this be a Blocker since the UI is switched to Old UI. HYD team mentioned that this is not reproduced 5/5 times, but seen more frequently on iOS10.3.3 and occasionally on iOS11.4.1.

Please take a look if this is expected.

User is in IOSUIRefreshRolloutWithHoldback-OldUIControl_Stage2 which explains why Old UI is showing. 

Looking at https://cs.corp.google.com/piper///depot/google3/googledata/googleclient/chrome/finch/studies/IOSUIRefreshRolloutWithHoldbackBeta.json?q=OldUIControl_Stage2&g=0&l=25

This shows that IOSUIRefreshRolloutWithHoldback finch study is ENABLED for Beta Channel for versions 69.* and higher, which includes 70.* as well. I should end that experiment.

This behavior is Beta Channel only, so should not have any impact on M70 release.
