Regression: Transition effect is not smooth when entering video to Full-Screen mode.

Issue description

Chrome Version: 70.0.3538.41 (Official Build) Revision c765a24e76247f4f797cff6f783460a7d4023752-refs/branch-heads/3538@{#762} (64 Bit)

OS: Mac(10.12.6).

Test URL: http://www.jplayer.org/latest/demo-01-video/

What steps will reproduce the problem?
1. Launch Chrome, navigate to the above URL.
2. Play video and click on Full screen button seen in the video.
3. Observe the transition effect when entering into full screen mode.

Actual Result: Transition effect is not smooth when entering video to Full-Screen mode.

Expected Result: Transition effect should be smooth when entering video to Full-Screen mode.

This is a regression issue broken in ‘M-70’ and below is the 'per-revision' bisect information.
Good Build: 70.0.3503.0(Revision:578160)
Bad Build: 70.0.3504.0(Revision:578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).

Note :
1. Able to reproduce issue on Dev build #71.0.3559.6 and latest Canary build #71.0.3566.0
2. Issue is not seen on Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.13.1, 10.13.6, 10.14.1) OS.
