Regression: [Settings] Localization is not applied for text on 'Clear browser data' overlay after changing browser language.

Issue description

Chrome Version: 71.0.3566.0 (Official Build) a352a9889d05931a37d3182669913d546b3b35e7-refs/branch-heads/3566@{#1} (32/64-bit) 
OS: Windows(7,8,8.1,10) OS

Precondition: Sign into gmail with valid credentials.

What steps will reproduce the problem?
1. Launch chrome and change browser language to any language eg.Hindi, Marathi etc.
2. Now navigate to 'chrome://settings/clearBrowserData' and observe.

Actual Result:Text on Clear browser data overlay does not translated after changing browser language.
Expected Result: Text on Clear browser data overlay should get translated after changing browser language.

This is regression issue broken in ‘M-71’ and providing the bisect info below:
Good Build: 71.0.3565.0 (Revision:595252)
Bad Build:  71.0.3566.0 (Revision:595334)

(Unable to provide bisect using 1) Per-revision script as Traceback error message is thrown and 
 			2) Chromium bisect script as unable to login into gmail.
Also, tried bisecting on multiple machines and same error is seen. Hence, providing suspect manually from change-log)

@tangltom: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: Above issue is not seen on ,Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14) and Linux(14.04 LTS) as it does not support Language Translation.

The actual result image is the same as the expected result image.

This change might be a result from my CL last week. I very recently changed the strings in the clear browsing dialog :)

This is because I landed the string changes on Saturday. Closing it for now. Please reopen if this problem is still visible in a week.
Update:

Rechecked the above issue using latest canary build#71.0.3569.0 and issue is still reproducible.To reproduce the issue ,after signing into gmail Turn on chrome syn.

Could you please test this on Beta (M70) as well? The new strings were merged back and should be translated at this point.
Translation for Canary is still in progress.
Beta version should be 70.0.3538.47.
Fix should be now also available on canary version 71.0.3571.0+.

Update:

Rechecked the above issue on Windows(7,8,8.1,10) OS using latest canary build#71.0.3573.0 and Beta build#70.0.3538.47 and issue is fixed.
