Full-Screen Flash is throttled, even if Throttle expensive background timers

Issue descriptionChrome Version: 69.0.3497.95 (Official Build) (32-bit) Chrome OS Version: 10895.56.0 (Official Build) stable-channel daisy Chrome OS Platform: Samsung XE303C12 <b>Network info: <network, encryption type, router model (if known)></b> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Disable Chrome flag "Throttle expensive background timers" (2) Run a flash video in Chrome and switch to full screen (I am watching flash videos on UFC Fight Pass at www.ufc.tv behind paywall) (3) After a few seconds Chrome console reports "Active resource loading counts reached to a per-frame limit while the tab is in background. Network requests will be delayed until a previous loading finishes, or the tab is foregrounded. See <URL> for more details", followed by "resource request failed." and "http error: request resource failed." Then video freezes. Expected Result: Full screen Flash video should not be deemed a background tab, so not be throttled in the first place. But even then, when the flag is Deactivated, nothing should ever be throttled. Actual Result: Full screen flash is throttled and freezes. Console reports that throttling is done per message quoted above. How frequently does this problem reproduce? Always What is the impact to the user, and is there a workaround? If so, what is it? Cannot watch full screen flash. No known workaround. Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

I also now tested playing the same video in not-full-screen while "Throttle expensive background timers" flag is Deactivated, then switched to another tab while playing. Playback of the now background tab stopped a few seconds later and console confirmed again "Active resource loading counts reached to a per-frame limit while the tab is in background. Network requests will be delayed until a previous loading finishes, or the tab is foregrounded. My Chromebook updated itself and I cannot replicate this issue anymore on these versions: Google Chrome 69.0.3497.120 (Official Build) (32-bit) Platform 10895.78.0 (Official Build) stable-channel daisy Flash (not sure if this updated): Flash 31.0.0.108 /opt/google/chrome/pepper/libpepflashplayer.so The error message does not appear anymore in the console and the same video flash files that consistently led to this problem now play fine in full screen mode.
