javascript permission window does not fit text

Issue description

Chrome Version: 71.0.3565.0 (Official Build) canary (32-bit) (cohort: Clang-32)
OS: Windows 10 Version 1803 (OS Build 17134.286)

Histogram: UI.DeviceScale recorded 1 samples (flags = 0x41)
150  ------------------------------------------------------------------------O (1 = 100.0%)

What steps will reproduce the problem?
(1) Disable javascript
(2) Visit https://evetrade.space/
(3) Click on little javascript icon in top right to enable javascript

I can reproduce with 69.0.3497.100 as well, so this is not a recent regression.

It also only happens on some (e.g. 150%) DPI levels. Looks like the domain string is just the right length at this DPI level that we estimate it will fit on one line, but in the end it does not.

I think this is a general problem with Harmony UI, and only a permissions issue to the extent that clipping the string has security implications.
