viewing saved passwords - asked for a windows password

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. chrome settings
2. click on the eye to view a password
3. asked for chrome user name and windows password 

What is the expected behavior?
I want to put my google chrome password in. I don't know a windows password and the one I think it should be doesn't work

What went wrong?
As above

Able to reproduce the issue on reported chrome version 69.0.3497.100 also on latest chrome 71.0.3569.0 using Windows 10 and Mac 10.13.6.  

Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.

Note: Issue not seen on Ubuntu 14.04.

The dialog asks for your Windows username name (not Chrome username) and Windows password.

Status: WontFix (was: Untriaged)
It looks like you are Chrome Sync user. You can look up your passwords on passwords.google.com then.
If the machine isn't yours then the feature is reasonable in general as it may be the password of the owner.
