Flash for non-original users of Chromebook won't run

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 11021.28.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.34 Safari/537.36
Platform: 11021.28.0 (Official Build) beta-channel veyron_jerry

Steps to reproduce the problem:
1. have a chromebook with a primary user
2. log in as a secondary user who wasn't the original
3. go to friv
4. attempt to play a game

What is the expected behavior?
the game plays

What went wrong?
I constantly hit issues with flash not running and not being able to turn it on. no attempts for the secondary user to get flash to enable will work - it might *partially* work but i still see the icons asking to run flash for this site and either the "run flash for this session" link is NOT a link and so not clickable, or it is missing entirely.  The "Manage" button is disabled.

If i log back to the original / primary user, it works fine.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? Yes flash

Did this work before? No 

Does this work in other browsers? Yes

This is me trying to manage this chromebook for my kid. I can use flash anywhere. She can't. My wife says that at the school she's been volunteering for, their library has similar problems: the teacher can run flash, but the kids, logged in as themselves on the same chromebook, can not and nothing will allow them to turn it on. For education situations, this is a HUGE problem, and will lead many schools to reconsider going (back) to Windows 10.
 
i just power-wash wiped this chromebook (a Hisense 11) and logged in with my kid's address as the primary owner rather than me...and flash on friv is working just fine. it really is an issue with 'secondary' users not being able to properly configure flash settings.
ok, after said power-wash and logging in as myself AFTER logging in as my kid, and the problem doesn't seem to be there. seems the power-wash itself is what fixed the issue, likely coming from conflicting security changes accumulated over the years of chrome + chromeos updates.
Status: WontFix (was: Unconfirmed)
As per #2 not reproducible.
