Chrome FR: Allow Chrome OS to bypass proxy configuration based on client's subnet mask

Issue description

Summary: Chrome OS could have an option/policy to enforce proxy configuration only when the client device is connecting from a specific network or subnet mask.


Use case / Motivation: There are managed devices that are connected to open Ethernet connections only. When a proxy configuration is applied to Ethernet, it will also apply even if the device is connected to a different Ethernet network. This can cause issues when the proxy configuration is being enforced on an Ethernet network where the proxy shouldn't be used.


Existing workarounds: None. Currently, Chrome OS allows to bypass proxy when connecting to a specific host/IP address, but not to bypass when connecting from a specific network.
