Need to upgrade GO compiler to 11.1

Go 11.1 has been released for over a month now.  We need to upgrade the Go compiler in Chrome OS.

Go: Upgrade Go compiler to verion 1.11.2.

BUG= chromium:890496 
TEST=Successful trybot jobs for kevin, chell and veyron_jaq.
Ran Go regression tests.  Ran chromiumos-sdk tryjob.  derat@
also did some testing.
