Steps to reproduce:

# Log into a device with an account for the first time to trigger the Welcome dialogs
# Advance to "Take a tour", loads first dialog
Expected: both dialogs are announced, both the get to your apps fast and the check the status of your Chromebook dialogs
Actual: Neither dialog is announced, screen reader users wouldn't know they are there, especially since you can't get to the second dialog per bug 890460
