Steps to reproduce:

# Log into a device with an account for the first time to trigger the Welcome dialogs
# Advance to "Take a tour", dismiss the first dialog, Get to your apps fast
# Second dialog, "Check your Chromebook status" launches the status tray
Expected: able to navigate to the dialog to close it using keyboard only
Actual: not in the tab order, not able to get to the dialog even after closing the status tray. See this screenshot for the dialog still appearing after collapsing the status tray

Note that the ChromeVox screen reader is on in this screenshot. This repros both with and without the screenreader.
