Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Create an extension with a high resolution favicon (link icon tag, manifest, etc) 2. Use chrome.windows.create() with type = 'popup' to open a window 3. The icon in the Windows taskbar is pixelated Note: the issue is more visible when Windows' "Use small taskbar buttons" option is turned off (it's off by default in 10). Note 2: the issue is more visible on a high density display (Macbook Retina with display scaling at >= 150%) What is the expected behavior? I expect Chrome to use a high resolution icon for the What went wrong? Chrome uses an ultra-low res icon. Did this work before? N/A Does this work in other browsers? N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: I did some debugging and it looks like Chrome *does* use the 32x32 icon but then it scales it down to 16x16 and uses that for the taskbar icon. Besides the attached example you can also look at the Hangouts extension. Pushbullet shows the same problem when you pop it out.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #69.0.3497.100 and latest canary #71.0.3573.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
