Issue descriptionChrome Version: local build with src @ 26dc18f251ff OS: Android What steps will reproduce the problem? (1) Enable Prefetching of offline pages and check it works. (2) Change the system language; this operation will wipe all article suggestions and prefetched pages. (3) Load new article suggestions from the NTP What is the expected result? Prefetched articles should show up at some point for the suggested articles. What happens instead? Nothing.

I ran one more set of tests with another Arabic language and Prefetching did work. My steps: 1) Enabled Prefetching on Chrome Canary. 2) Changed Android language to Arabic. 3) Reboot the phone. 4) Launch Chrome Canary and tap the suggested articles "More" button. 5) Made sure the device was in the required conditions for Prefetching to take place (wifi, battery, etc). 6) Wait more than 15 min and check if articles were prefetched. And it did work this time around. Base off the Wikipedia list of RTL scripts [1] I could only identify Arabic as an RTL option in Android. Granted might "unfamiliar character matching" skills are limited and so I might have missed another option. But as this confirms it works for at least one case that matches what I was initially concerned about, I'll mark this as unable to reproduce.
