Steps to reproduce:
1. View the attached set of test cases
2. Use an accessibility inspector to view the accessible names of the elements with "test1" and "test2"
Expected results: Each would have an accessible name of "Choose your language."
Actual results: The native select element has a name of "Choose your language." (taken from the title), but the div with role combobox has a name of "English" even though it also has the same title value as the select element.
Note: WebKit, Gecko, and Edge all expose the title value for the accessible name in both cases.
