extension icon bubble hides and re-shows on icon click

Issue description

Linux 69.0.3497.100

1. click on an extension browser action button that pops up a bubble
2. don't move mouse, click again
3. bubble dismisses on mouse down
4. bubble re-appears on mouse up

expectation: bubble just dismisses. This is my personal expectation, but also matches other toolbar UI such as the OIB, bookmark bubble, app menu, etc.
