[Cronet] Update PKP support in Cronet due to dynamic PKP deprecation

Cronet provides addPublicKeyPins API on Android and iOS. 

The implementation is using dynamic PKP support in //net that is getting deprecated (https://bugs.chromium.org/p/chromium/issues/detail?id=7791660). 

We need to figure out possible options for Cronet.
