1. Install canary, enable session restore, and open a few windows for a few different profiles
2. Set a MachineLevelUserCloudPolicyEnrollmentToken policy
3. chrome://relaunch
4. See the dialog that says Chrome can't start
5. Delete the MachineLevelUserCloudPolicyEnrollmentToken policy
6. Click relaunch (or whatever it is) in the dialog
7. Notice that browser windows for only one of N profiles are restored
