incorrect language

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Install Chrome 
2. Type in text in local language
3. Spellchecker doesn't use local language

What is the expected behavior?
During installation check the language settings in the OS.
Or use the geolocation to choose a default language.

What went wrong?
Spellings are done in American English even though the Windows in set to English English and the computer is in England.

Did this work before? No

Unable to reproduce the issue on win-10 using chrome reported version #69.0.3497.100 and latest canary #71.0.3573.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Installed Chrome 
2. Typed in text in local language i.e english(UK)
3. Observed that Sspellchecker used local language as expected.

 quentin@ - Could you please check the attached screen cast and please let us know if anything missed from our end. Also please check the issue on latest canary #71.0.3573.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
