What steps will reproduce the problem?
(1)Sign into User ->click on Uber Tray and select 'Network' text -> Now turn off Wi-Fi 
(2)Now Press 'Tab' key until focus is on Disabled toggle option -> observe tab focus will be in light color and unable to recognize as background color is Black i.e. tab focus should be in dark color to recognize easily
(Please refer Screenshot)

Note : In M-69 White background is seen so able to recognize tab focus on Disabled toggle option

Expected: Tab focus on Disabled toggle option should be in dark color to recognize easily
Actual: Instead Tab focus on Disabled toggle option is in light color

This is Non-Regression Issue seen from M-62
