What steps will reproduce the problem?
(1)Sign into User -> download any sample pdf -> saved in Files App
(2)Now go to Files App -> Select downloaded PDF -> Right click on it and select 'Get info' option
(3)In Get info page at PDF Select 'Fit to Page' option so that PDF will be fitted to page(Initially PDF will be in 'Fit To Width' mode) -> Now select 'Download' option and PDF gets downloaded 
(4)Now observe PDF will again change i.e. PDF will be in 'Fit To Width' mode
(Please refer Video)

Note : In Chrome browser PDF will not change i.e. PDF will be in 'Fit To Page' mode only even after downloading 
(Please refer 'Expected_FitToPage' video)

Expected: Unnecessarily PDF should not change to 'Fit To Width' mode from 'Fit to Page' mode after downloading file in 'General Info' page
Actual: Instead Unnecessarily PDF changes to 'Fit To Width' mode 

This is Non-Regression Issue seen from M-62
