What steps will reproduce the problem?
(1)Sign into User ->At Uber Tray disconnect Wi-Fi network -> Now on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay observe 'The images are currently not available...' error message is seen -> observe for 'Learn more' link
(Please refer Video)

Expected: 'Learn more' link at error message should be seen in 'Set Wallpaper' overlay when network is disconnected 
Actual: Instead  'Learn more' link at error message is missing

This is Regression issue as same is working fine in M-69

Note : Issue is also seen on M-70
