Issue descriptionChrome Version : 71.0.3564.0 (Official Build) 33e646f935a73e694a752ee5cd5ad761efc71809-refs/branch-heads/3564@{#1} 32/64 bit OS : Windows(7, 8, 8.1 ,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6), Linux(14.04 LTS) Test URL : https://www.quirksmode.org/html5/tests/video.html What steps will reproduce the problem? 1. Launch chrome and navigate to above URL. 2. Hover mouse on 'Volume' icon in video and decrease the slider completely such that audio gets muted. 3. Now try to click on 'Volume' icon using mouse and observe. Actual Result : 'Volume' icon does not work (i.e. unable to mute/unmute) when audio is muted using 'Volume slider'. Expected Result : Audio icon should work as expected even when 'Volume slider' is completely decreased. As I understand it, this is WAI (since the volume is set to zero, so unmuting the video will set the volume "back to" zero), so this is not RBB. However, I can see how this could be confusing to a user, so I will discuss with amyroberts@ to see if there's something different we want to do in this case.
