Audio Element doesn't honor CSS height

Reported by lonnie...@startport.com, Sep 28

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:62.0) Gecko/20100101 Firefox/62.0

Example URL:
http://www.lonniebest.com/AudioElementHeightBug/

Steps to reproduce the problem:
1. Go here: http://www.lonniebest.com/AudioElementHeightBug/
2. Vertically resize the Chromium browser window, while looking at the audio element.
3. Here's a video demonstration of the issue:
https://youtu.be/-9Qn9XEe3Hc

What is the expected behavior?
In Firefox 62, the element's height scales as you resize Firefox vertically and that's the expected behavior. In Chromium it doesn't honor the CSS height specified (10vh)

What went wrong?
Chromium fails to enforce the 15vh CSS height.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No

Did this work before? No

Does this work in other browsers? No
It works in Firefox version 62

I just tested this again in Chromium Version 71.0.3578.98, and it seems fixed to me.
