Regression: [Print Preview] Cursor slightly move upwards when any character is entered in 'Scale' field

Issue description

Chrome Version: 71.0.3564.0 (Official Build) Revision 33e646f935a73e694a752ee5cd5ad761efc71809-refs/branch-heads/3564@{#1} (32/64 bit)
OS: Windows (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.6, 10.14) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome and press 'Ctrl+P' to open Print Preview overlay.
2. Click on 'More Settings' to expand and traverse the focus on 'Scale' field.
3. Now type any character in 'Scale' field and Observe.

Actual Result: Cursor slightly move upwards when any character is entered in 'Scale' field.

Expected Result: Cursor should be seen at its original position without any upward movement when any character is entered.

This is a regression issue, broken in M-71 series, below is manual regression range:
Good build: 71.0.3551.0 (Revision: 590851)
Bad build:  71.0.3552.2 (Revision: 591210)

Using the 'per-revision' script providing the bisect result:

You are probably looking for a change made after 591108 (known good), but no later than 591109 (first known bad).

NOTE:
1) Issue is also seen on M-71 Canary #71.0.3559.6.
2) I-beam pointer move downwards (original position) after pressing 'Backspace' button.

On further investigation, this appears to also impact other cr-inputs across web UI, not just Print Preview, and a similar effect occurs with just a native input that sets line-height to 20px like cr-input does (this is most obvious if the input has a placeholder). Given that this is very minor and doesn't seem to be due to a bug in either Print Preview or cr-input and is likely just a blink rounding issue, closing as WontFix.
