After playing HTML5 videos (eg. youtube) in full screen, it is impossible to type in new tabs & tab bar disappears (when chrome is in full screen)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome in Fullscreen & watch video in full screen
2. Exit full-screen video
3. Command+T for new tap, type URL or search term and hit enter

What is the expected behavior?
Display search results or website

What went wrong?
Typed term disappears, Chrome stays in new tab

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #69.0.3497.100 and latest canary #71.0.3566.0.
Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened Chrome in Fullscreen & watched video in full screen.
2. Exit full-screen video.
3. Typed Command+T for new tab, typed URL and observed that chrome displayed the searched url in full screen as expected.

riederbenedikt@ - Could you please check the attached screen cast and please let us know if anything missed from our end. Also please check the issue on latest canary #71.0.3566.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Thanks for trying, that was exactly how the issue was produced for me (before filing the report, I was able to reproduce it this way, no matter if with or without extensions etc.). Nevertheless the issue seems to have disappeared, I am also not able to reproduce it anymore. ¯\_(ツ)_/¯

So, all left to say is thanks for the very quick reply/triage...

I am also experiencing this same (or similar) issue, I think the difference is I initiated a new tab with cmd + t while still in full screen mode.
Chrome then jumps to the new tab ( as expected ) but all inputs are non intractable with keyboard inputs. Attached is a video

I still sometimes experience the exact same issue as aaronf...@ (comment #7), also with a blank new user without extensions etc., but I am not able to reliably reproduce it. Since aaronf...@ is also reporting the same issue (and could reproduce it, see #7 video), you can maybe have another look at what could probably cause it.

As per comment #9, the issue seems to be not reproducible consistently and also the issue is not reproducible from TE-end as per comment #3. Hence, removing the Needs-Bisect label and requesting someone from UI>Browser>FullScreen team to please have a look into the issue.
