PageUp and PageDown in textarea moves website out of the window

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go to this jsfiddle example: https://jsfiddle.net/Maria_Cristina_88/gL398rhq/
2. Type some text on the textarea
3. Press PageUp if you are at the end of the text, PageDown if you are at the begining.
4. The navigation bar of JSFiddle disappear

What is the expected behavior?
The cursor should move but the margins should not be destroyed.

What went wrong?
Some margins disappears but are still ack on the debug toolbar.

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 4.15.0-34-generic

Tried to reproduce this issue on reported chrome 69.0.3497.100 Using Ubuntu 14.04. Attaching screen-cast for reference.
Steps:
---------
1. Launched reported chrome 
2. Navigated to given url "  https://jsfiddle.net/Maria_Cristina_88/gL398rhq/ "
3. Entered text on text area and pressed on page up and page down 
As we are observed that the cursor moves to the end

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.

Confirmed.

'sctollTop' of the top-level HTML element becomes 100.
This is reproducible by textarea.scrollIntoView(). Also, this is reproducible with scrollIntoView() for a non-editable <div>.

Confirmed, this is a ScrollIntoView bug. QA team - could you do a bisect to see if this is a recent regression?

Able to reproduce the issue on reported chrome version 69.0.3497.100 and also on latest chrome 72.0.3614.0 using Ubuntu 17.10 and Windows 10.  
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged. Removing Needs-Bisect label to it.

Note: issue seen on windows and linux

Thanks, given this has been around for a long time, marking as lower priority.
This pageup pagedown error has also been reported by users of an app I work on which uses Draft.js, which assigns role='textbox'

In this case, it doesn't change the scrollTop and scrollLeft values of the top-level html parent, but instead changes those values on the react draft.js container.
