Can't resize lower than 390px

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Set to windowed mode
2. Scale down browser as much as you can
3. Can't get past 390px

What is the expected behavior?
Scale down as far as possible

What went wrong?
Can't get below 390

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

Trying to do responsive work and need to get below 390
