Issue descriptionChrome Version: 70.0.3538.38 (Official Build) Revision 0e080dc98bc41db12157d14a92b48e55e18b1b41-refs/branch-heads/3538@{#723} (32/64 Bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14), Linux(14.04 LTS). What steps will reproduce the problem? 1. Launch Chrome, open NTP. 2. Click on Avatar icon such that avatar overlay opens. 3. Continue clicking on avatar icon multiple times (at least 11-12 clicks). 4. Observe Header area on avatar overlay. Actual Result: Header area on Avatar overlay disappears after multiple click. Expected Result: Header area on Avatar overlay should not disappear after multiple clicks. This is a regression issue broken in ‘M-70’ and below is the 'per-revision' bisect information. Good Build: 70.0.3525.0(Revision:583912) Bad Build: 70.0.3526.0(Revision:584272) You are probably looking for a change made after 583987 (known good), but no later than 583988 (first known bad).
