Regression : 'Volume slider' is not aligned properly with it's adjacent 'Volume' icon.

Issue description

Chrome Version : 71.0.3564.0 (Official Build) 33e646f935a73e694a752ee5cd5ad761efc71809-refs/branch-heads/3564@{#1} 32/64 bit
OS : Windows(7, 8, 8.1 ,10)

Test URL : https://googlechrome.github.io/samples/picture-in-picture/

What steps will reproduce the problem?
1. Launch chrome, navigate to above URL and play the video.
2. Hover mouse on 'Volume' icon and observe the volume slider.

Actual Result : 'Volume slider' is not aligned properly with it's adjacent 'Volume' icon.

Expected Result : 'Slider' and 'Volume' icon should be properly aligned with each other.

This is a regression issue broken in ‘M-71’ and will soon update the bisect information.

This is a regression issue broken in ‘M-71’ and below is the 'Chromium bisect' information:
Good Build : 71.0.3562.0 (Revision : 594164)
Bad Build : 71.0.3563.0 (Revision : 594642)

steimel@ : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message.
2. Tried on other machines but still getting the same error again.
3. Hence provided suspect through 'Chromium bisect'
4. This issue is also seen on Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux(14.04 LTS) OS.
5. This issue can be reproduced on below test URL when video is being played in fullscreen mode.
