OS: Windows(7,8,8.1,10), Mac (10.12.6, 10.13.1, 10.13.6, 10.14) and Linux (14.04 LTS)

Pre-condition:Disable Toggle of 'Allow Chrome sign-in' under privacy and security of chrome://settings.

Steps to reproduce:
1.Launch chrome and navigate to  chrome://history/syncedTabs.
2.Click on Sign in and observe.

Actual Result:Sign in to chrome button is seen enabled on chrome://history/syncedTabs page even after disabling 'Allow Chrome sign-in' button.
Expected Result:Sign in to chrome button should be disabled on chrome://history/syncedTabs page after disabling 'Allow Chrome sign-in' button.

This is a Non-regression issue seen from ‘M-71’ series #71.0.3563.0
