Steps to reproduce the problem:
1. Open chromebook in tablet mode
2. Select 'US Internation (PC) keyboard' as default IME
3. Open the 'terminal' app
4. Tab the screen to open a virtual keyboard

What is the expected behavior?
The virtual keyboard should have up/down key

What went wrong?
It has no up/down arrow keys but only left/right arrow keys.  Because 'Terminal' app is semi-officially supported now, the virtual keyboard should support whole arrow keys.
